the competition states:
The deadline for submissions is 31 December 2010
The closing date for the competition is 31st December 2010 (Closing Date).
Entries that do not comply with these terms and conditions (by example Entries received after the Closing Date) will not be accepted by the Publisher
Does this mean i can give it in up to midnight on the 31st?

Yes, you can submit until then ( or yesterday if the submission was international dateline )
